Create a new Action Trigger Rule. Each Action Trigger Rule must have valid action Id, service name which should trigger the action, and the valid event name. You can also specify event payload filter. The valid event payload filters are; 'FILTER_MASTERY_GAP_CLOSE', 'FILTER_MASTERY_LEVEL_INCREASE', and 'FILTER_USER_MASTERY_MOMENT'.
