Remove a Topic prerequisite (parent Topic).

Removes the relationship between a Topic and it's parent (prerequisite) Topic. This will not delete the Topic from the Module or Account, but simply removes the prerequisite relationship. To delete a Topic, refer to the Delete Topic API endpoint.
