List User Concepts Mastery Summaries

https://api.ottolearn.io/v1/rest/Mastery.ListUserConceptMasterySummaries()

Returns User Mastery summaries for all assigned Concepts. If a User ID is not provided then it will return the results for the authenticated user ID.
