Update the settings of an existing Action Trigger Rule. Using this API, you may update the status, serivice name, event name, action Id, and the event payload filter. You can also specify event payload filter. The valid event payload filters are; 'FILTER_MASTERY_GAP_CLOSE', 'FILTER_MASTERY_LEVEL_INCREASE', and 'FILTER_USER_MASTERY_MOMENT'.
